
Institutional Economics: Tutorial

Grading of the Course:
Students will be able to gain 4
credit points by writing an exam which will be based on the lecture of
Prof.Schlicht exlusively. Further, students enrolled in the old
bachelor program (B.A), will be able to gain an additional 2 credit
points by giving a short presentation and participating in the tutorial.

The first 3 articles are intended to give you an overview on the
development of institutional analysis and the way the different
branches focus on economic analysis. I would suggest that you start with the article of Hutchison on Old
Institutionalism and the German Historical School . Then, proceed to
the contribution of North on New Institutional Economics
, which will give you a
good impression on how how a major part of institutional analysis is
carried out in our days. Finally, consider the contribution of Basu,
Jones, and Schlicht which will allow you to identify some problems
with the new institutional approach to economic history .

The first three articles gave you a
good overview on some branches and basic issues of institutional
analysis. Accordingly, the next articles will give you some more
detailed information on a specific aspect of new institutional
economics, which is property right analysis. Start with the basic
articles of Demsetz
and Alchian & Demsetz
before you approach a more applied
perspective with the view of North & Thomas
. With this last article, try to resist
the danger of getting lost in the historical facts and focus on the
aspects that describe institutional change i.e. those aspects that
determined the stability and the dissolution of the manorial system. |

After we have discussed the basic aspects
that determine institutional change and institutional stability, it
might be wise to take another look at the efficiency of various
ownership systems. Start with the classic reference of Hardin on the
tragedy of the commons
and then continue with the work of Ostrom &
Schlager on the management of a common property regime
. Finally, there is the article of Feeny et
al.
which deals with some of the problems
already discussed in the last tutorial. It will give you a
concentrated view on some of the most important ideas connected to
the problem of judging the efficiency of collective and private
ownership arrangements.For all those who could not make it to
the last tutorial: Please make sure to contact me early enough to
find a decent topic for the presentation. It might be useful to send
me a short email to give me an idea on potential topics you might be
interested in. I will try to find appropriate literature and get
back to you in the next tutorial.

In this tutorial we discussed several aspects of collective and
private ownership, viz. why it might more efficient to carry out
collective grazing of cows on communal land rather than on private
land. For those being more interested in the open-field
system or the 3 Zelgen System, I suggest to read the contributions
of McCloskey
and Fenoaltea
as well as the book by Carl J. Dahlman 'The
Open Field System and Beyond'. However, these readings are not
obligatory, so I suggest you take a closer look at a
smaller case study, which is
Umbeck on the establishment of property rights in the Californian
Gold Rush .
